1. (a) In addition to the requirements in AS 28.10, an applicant for title and registration who purchased a vehicle at a federal, state, or local government sale of seized, forfeited, confiscated, or abandoned vehicles must submit a bill of sale from the government agency.
2. (b) The department may require a lien release from the lienholder shown on the department's records before transferring a title or registration to a vehicle purchased at government sale.
