A person whose name appears as the owner of a boat on a certificate of registration, number, or title shall, within 30 days, notify the department in writing of

1. (1) any change in address;
2. (2) the theft or recovery of the boat;
3. (3) the loss or destruction of a valid certificate of registration, number, or title;
4. (4) the transfer of all or part of the owner's interest in the boat; and
5. (5) the destruction or abandonment of the boat.
