The term "dependent children," referring to children who are covered by a group insurance policy or policies covering eligible state employees, is defined by the terms of

1. (1) a collective bargaining agreement, with respect to employees covered by that agreement; the agreement may limit coverage for "dependent children" as to

   1. (A) age; and
   2. (B) living arrangements; and
2. (2) that policy or policies, with respect to employees not covered by a collective bargaining agreement and in the exempt or partially exempt service.
