1. (a) The department shall dispose of all obsolete or surplus personal property of the state for which there is no immediate or prospective use. Disposal may be made by

   1. (1) sale, competitive or negotiated;
   2. (2) lease or license;
   3. (3) destruction; or,
   4. (4) in any other manner considered to be in the best interests of the state.

2. (b) Property which is offered for sale to the general public will be by auction. Notice of sale will be given by one, or more, of these methods

   1. (1) publication in a newspaper;
   2. (2) radio spot announcements;
   3. (3) sending notices by mail to all known interested persons.
