1. (a) An appointment is normally made effective on the employee's first working day. An appointment may be made effective on the first of a pay period even though that day does not fall on a regular working day.
2. (b) Upon initial appointment, an employee may only be appointed on a holiday if the employee is required to work on that holiday.
