1. (a) The purpose of this chapter is to protect public health and safety by establishing

   1. (1) standards for the design, construction, maintenance, and operation of a public water system; and
   2. (2) contaminant monitoring requirements for drinking water provided by a public water system.

2. (b) The requirements of this chapter apply to

   1. (1) the owner or operator of a public water system;
   2. (2) a laboratory required to be certified under 18 AAC 80.1100 - 18 AAC 80.1110;
   3. (3) a sanitary survey inspector or individual who seeks to become a sanitary survey inspector; and
   4. (4) a person that engages in or is responsible for an activity that has a requirement in this chapter, as appropriate.
