The department will use the fee specified in 18 AAC 76.085(a) for

1. (1) direct department costs, including

   1. (A) salaries;
   2. (B) equipment;
   3. (C) travel; and
   4. (D) professional service contracts;

2. (2) indirect department costs, including

   1. (A) rent costs allocable to the program; and
   2. (B) utility costs allocable to the program; and
3. (3) other eligible purposes as permitted by 33 U.S.C. 1381 - 1387 (Subchapter VI, State Water Pollution Control Revolving Funds, Clean Water Act).
