1. (a) For the purposes of AS 46.03.758(b)(1)(C), public land is classified as follows:

   1. (1) Critical terrestrial environments include

      1. (A) state game reserve areas, refuges, and sanctuaries established under AS 16.05.255(1) or AS 16.020;
      2. (B) state parks, campgrounds, and waysides;
      3. (C) municipal parks and park reserves;
      4. (D) national parks, preserves, wilderness areas, monuments, recreation areas or other National Park System units, and lands administered under the National Wildlife Refuge System;
      5. (E) established campgrounds, scenic waysides, and picnic areas; and
      6. (F) national historical landmarks;

   2. (2) Very sensitive terrestrial environments include

      1. (A) land administered under the National Forest System not otherwise classified in (1) of this subsection;
      2. (B) land underlain with continuous permafrost not otherwise classified in (1) of this subsection; and
      3. (C) land in state forests and research areas not otherwise classified in (1) of this subsection; and
   3. (3) Sensitive terrestrial environments include land other than that classified in (1) or (2) of this subsection upon which continuous natural terrestrial vegetation cover is present.
2. (b) For the purposes of AS 46.03.758(b)(1)(C), all public land not classified in (a) of this section is classified as "without significant terrestrial environmental resources."
