At all times, a public water system described in 18 AAC 74.400 must have an operator, certified at a level equal to or reater than the classification of the system, and

1. (1) on-site at the system; or
2. (2) able to be on-site at the system within three hours; if off-site under this paragraph, the operator shall be available by radio or telephone.
