1. (a) Plans for construction of a stabilization pond must include

   1. (1) the items required to be submitted under 18 AAC 72.245;
   2. (2) criteria for dike design, materials, construction, and safety;
   3. (3) methods and the location for disposal of non-piped wastewater, including truck-hauled waste and honey bucket disposal;
   4. (4) a soils analysis and report meeting the criteria of 18 AAC 72.265;
   5. (5) for non percolating stabilization ponds, a coefficient of permeability of the pond liner that does not exceed an equivalent percolation rate of 500 gallons per day per acre at a water depth of six feet; and

   6. (6) for percolating stabilization ponds,

      1. (A) hydrologic data and groundwater modeling demonstrating compliance with any permit issued under this chapter; and
      2. (B) information demonstrating that the use of the stabilization pond will not interfere with existing public and private drinking water sources.
2. (b) To obtain an approval to operate a stabilization pond, the applicant shall submit to the department items required under 18 AAC 72.240.
