Except as specifically provided otherwise, each payment, plan, record, and report required to be provided under AS 46.03.460 - 46.03.490 and this chapter shall be submitted to the division assigned to air and water quality in Juneau, Alaska. The documents must be submitted electronically to the extent practicable.
