1. (a) Beginning with fiscal year 1982, on or before October 1 of each year, the department will provide public notice of the availability of grants for the purposes set out in 18 AAC 65.010.

2. (b) A complete grant application submitted under this chapter must contain

   1. (1) the name, address, and the telephone number of the applicant, the name of a contact person representing the applicant, and an explanation of the applicant's eligibility to apply for a grant under 18 AAC 65.010;
   2. (2) a detailed discussion of the applicant's project, including its location, objectives, methods, and estimated costs; the time period for which money is requested; a schedule of activities; and the reasons that state financing is required;
   3. (3) a copy of other state or federal grant applications or awards to be used to finance the project; and
   4. (4) a discussion of how the grantee will evaluate the success of the project, including a statement of the goals and objectives to be carried out under the proposed grant and a description of the measurements to be used for this purpose.
3. (c) A measurement described in (b)(4) of this section must be compatible with the variables identified in 18 AAC 65.035(b)(3).
4. (d) The department will establish by regulation annual dates by which grant applications must be received to be reviewed and considered. The department will, in its discretion, consider applications received after the date of review during that grant review period. The deadline for fiscal year 1981 applications was set and announced by public notice and by the mailing of guidelines to all known interested parties.

5. (e) The department will not make a grant to a project which, in the opinion of the department, is likely to

   1. (1) detract from or duplicate other litter reduction or resource recovery efforts;
   2. (2) conflict with state or local solid waste management plans, practices, and activities; or
   3. (3) result in violation of environmental standards.

6. (f) The department will make a grant to an eligible project, subject to

   1. (1) review and approval of the grant application by the department under the criteria established in this section and in 18 AAC 65.010;
   2. (2) a determination by the department that costs for which the grant is requested are reasonably necessary to complete the project; and
   3. (3) availability of money for the grant.

7. (g) If there is not enough money available for grants to all eligible projects, the department will make grants to the largest number of applicants, as follows:

   1. (1) the department will first finance those projects which most efficiently recover materials or energy, or which create the greatest number of new jobs; and

   2. (2) the department will evaluate and finance other projects based on the following standards:

      1. (A) expected immediate and long-term reduction of litter and littering behavior;
      2. (B) efficient use of money;
      3. (C) ability to increase public involvement and support of specific litter reduction or resource recovery efforts;
      4. (D) contribution of matching funds, services, or real or personal property to the project;
      5. (E) adaptability and usefulness of project methods or technology to other communities or locations in the state;
      6. (F) originality of approach;
      7. (G) potential to establish resource recovery markets previously not practicable in the state; and
      8. (H) potential to establish a self-supporting operation within the next four years.
