A Class I MSWLF must have at least one qualified landfill operator or manager on its staff at all times. For purposes of this section, "qualified" means a person who

1. (1) has at least two years of experience in operating or managing a landfill; and
2. (2) maintains a current certification as a landfill operator or manager from the Solid Waste Association of North America, or an equivalent certification approved by the department.
