In addition to the applicable requirements of AS 46.03 and this chapter, certain MSWLFs are subject to applicable permit and other requirements of 18 AAC 50 dealing with air quality control if

1. (1) the landfill accepted waste on or after November 8, 1987; and

2. (2) the landfill design capacity meets either of the following:

   1. (A) 2.5 million megagrams or larger; or
   2. (B) 2.5 million cubic meters or larger.
