The department will require proof of financial responsibility to cover the cost of closing a solid waste disposal facility or treatment works and the cost of post-closure monitoring. Proof of financial responsibility under this section may be demonstrated by self-insurance, insurance, surety, or other guarantee approved by the department to assure compliance with applicable closure standards and post-closure monitoring requirements.
