1. (a) An electric meter or accessory, other than an instrument transformer, must be tested by the owner or operator before installation and must be retested upon the request of

   1. (1) a consumer receiving service through the meter, as provided in AS 42.05.351; or
   2. (2) the division.

2. (b) In addition to the retest requirements in (a) of this section, the owner or operator of an electric meter must retest the meter if the

   1. (1) meter is removed from service for any reason; or
   2. (2) division requires retesting because selective testing indicates that a particular type or age group of meters may be inaccurate.
