In 17 AAC 42.600 - 17 AAC 42.699, unless the context requires otherwise,

1. (1) "airport" means Fairbanks International Airport;

2. (2) "available," when used to describe a tiedown space of a particular category, means

   1. (A) not the subject of a tiedown permit;
   2. (B) not being temporarily or permanently converted by the airport manager to a different category space; and
   3. (C) neither needed for nor being held by the manager to accommodate airport expansion, development, operation, or other state purpose;
3. (3) "commercial purpose" means use of a tiedown space to park an aircraft that is flown for hire or other business purpose;
4. (4) "electrical back-in space" means a tiedown space that is supplied with electrical power and is within an area that the airport manager has designated for wheel-equipped aircraft where the aircraft must be backed, tail first, into the parking position;
5. (5) "electrical taxi-through space" means a tiedown space that is supplied with electrical power and is within an area the airport manager has designated for wheel-equipped aircraft where the aircraft can be moved into and out of the parking position under its own power;
6. (6) "float-equipped aircraft" means an aircraft that is on floats or is equipped for floats that are temporarily off the aircraft but are on the assigned tiedown space;
7. (7) "float permit" means a permit the airport manager issues allowing the permittee to use a specified float space, including any land area approved by the airport manager for parking a second aircraft within the permitted area;
8. (8) "float space" means a tiedown space that includes shoreline of a water body at the airport managed for seaplane use and that the airport manager has designated primarily for float-equipped aircraft;
9. (9) "fuel storage tank" means a portable container designed and constructed for storing fuel; "fuel storage tank" does not include a mobile fuel tank;
10. (10) "noncommercial purpose" means the use of a tiedown space to park an aircraft that is flown only for a personal, not for profit, or governmental purpose;
11. (11) "nonelectrical back-in space" means a tiedown space that is not supplied with electrical power and is within an area the airport manager has designated for wheel-equipped aircraft where the aircraft must be backed, tail first, into the parking position;
12. (12) "nonelectrical taxi-through space" means a tiedown space that is not supplied with electrical power and is within an area the airport manager has designated for wheel-equipped aircraft where an aircraft can be moved into and out of the parking position under its own power;
13. (13) "north general aviation gravel space" means a tiedown space primarily for wheel- or ski-equipped aircraft within an area the airport manager has designated for installation of fuel storage tanks and storage sheds;
14. (14) "ski-equipped aircraft" means an aircraft that is on skis or is equipped for skis that are temporarily off the aircraft but are on the assigned tiedown space;
15. (15) "ski strip space" means a tiedown space within an area the airport manager has designated primarily for ski-equipped aircraft;

16. (16) "space" means a location on the airport that

    1. (A) is accessible to and is of sufficient dimensions to accommodate a light aircraft;
    2. (B) the airport manager has described by markings on the ground, rough dimensions, or reference points and designated for parking float-, wheel-, or ski-equipped light aircraft; and
    3. (C) may be the subject of a tiedown permit;
17. (17) "subsequent permit" means a permit issued to a permittee after expiration of a permit and that allows the permittee to continue to hold a space without interruption.
