- (a) 17 AAC 42.600 - 17 AAC 42.699 apply only to Fairbanks International Airport.
(b) The department finds that
- (1) the number of tiedown spaces available on the airport is usually adequate to meet the needs of owners of float and wheel-equipped aircraft;
- (2) the demand for a specific category of tiedown spaces exceeds the number of spaces available from time to time;
- (3) the number of spaces available for transient aircraft tiedown parking on the airport exceeds the demand for the spaces; and
- (4) it is in the best interest of the state that the owners or lessees of airworthy aircraft use tiedown space on the airport.
(c) The purpose of 17 AAC 42.600 - 17 AAC 42.699 is to regulate the issuance of permits for aircraft tiedown spaces in a manner that
- (1) provides a fair system for issuance and cancellation of permits and reassignment of tiedown spaces;
- (2) provides permits for persons who own or lease airworthy aircraft;
- (3) provides maximum use of available tiedown spaces; and
- (4) reduces the wait lists for tiedown permits.
- (d) The provisions of 17 AAC 42.600 - 17 AAC 42.699 do not apply to transient aircraft parking areas.
