A bidder or proposer under 17 AAC 42.300 - 17 AAC 42.399, as applicable, may protest the airport manager's intent to award a lease, permit, or concession offered by bid, auction, proposal, or innovative contracting method or the manager's rejection of a bid or proposal in accordance with 17 AAC 42.910.
