1. (a) A loan under 15 AAC 155.600 may be made to

   1. (1) regional educational attendance areas;
   2. (2) the University of Alaska;
   3. (3) a municipal government, including political subdivisions of the municipal government;
   4. (4) the state, including departments and political subdivisions, and public corporations.

2. (b) The following persons are authorized to borrow from the Corporation:

   1. (1) the superintendent of a regional educational attendance area, at the direction of the school board for the regional educational attendance area;
   2. (2) the president of the University of Alaska, at the direction of the Board of Regents;
   3. (3) the authorized state officer as defined in AS 18.56.855(j).
