The Corporation will, in its discretion, enter into a written agreement with a lender that meets the following criteria:
(1) the lender holds all licenses required in order to conduct business in the state;
(2) the lender submits a written request to the Corporation to participate in the program and agrees to all terms of the "master agreement" form provided by the Corporation.
