When adequate funding is not available from other sources and the Corporation determines there is a critical need, the Corporation will award grants with money in the Senior Citizen Housing Development Fund to applicants meeting the requirements of AS 18.56.810(a) for developing senior citizen housing, including:

1. (1) purchase of a building site;
2. (2) site preparation;
3. (3) preparation of plans and specifications;
4. (4) purchase of materials and construction of senior citizen housing and appurtenant facilities; and
5. (5) rehabilitation, improvement, or conversion of an existing building for use as senior citizen housing or appurtenant facilities.
