Whenever in 15 AAC 150 - 15 AAC 155 a regulation of the Corporation refers to making, participating in the making, purchasing, or participating in the purchasing of loans or to the making or awarding of grants, the regulation is subject to the availability of funds to the Corporation for that purpose.
