The board or its designee may determine the contractual provisions, terms, and conditions of solicitations and contracts, if the provisions, terms, and conditions are not contrary to statutory or regulatory requirements governing the procurement and if changes to standard contract terms established under provisions such as 2 AAC 12.470 have been reviewed and approved as to form by the attorney general.
