The council will, in its discretion, waive compliance with a requirement in 13 AAC 90.010 - 13 AAC 90.060 upon written application, if the council determines

1. (1) there is good cause for the request;
2. (2) the safety of clients is assured; and
3. (3) an acceptable alternative is provided.
