Upon written request, the commissioner will waive a requirement of this chapter, other than the requirements of 13 AAC 60.010(a) or 13 AAC 60.050(a), if the requester demonstrates to the commissioner's satisfaction that a waiver is consistent with AS 18.65.400 - 18.65.490 and with the protection of life and property.
