Reports issued by testing laboratories shall be prepared by or under the supervision of a registered engineer and signed or sealed by him whenever such reports go beyond the tabulation of test data (compositions of material, breaking stress, etc.) by

1. (1) interpreting the data to draw conclusions as to the characteristics of a civil engineering structure or parts of one;
2. (2) expressing engineering judgment in the form of recommendations derived from the results of the test; or
3. (3) performing design work in the preparation of plans, specifications and other instruments requiring registration as an engineer.
