The board may, upon its own motion or upon request of any interested person, approve a course of instruction upon receipt of an application that includes

1. (1) the name of the course sponsor;
2. (2) the name and credentials of the course presenter; and
3. (3) a course outline showing that the course content meets the requirements of 12 AAC 28.770.
