The commission will, in its discretion, deny an application for a license if it finds that the applicant or any partner, officer, director, stockholder or employee of the applicant
- (1) engages in illegal bookmaking;
- (2) engages in any illegal gambling activity;
- (3) is under suspension from any other commission in another state or country;
- (4) engages in any activity or practice which is detrimental to the best interests of boxing or wrestling; or
- (5) has knowingly dealt or consorted with a person who is so engaged or suspended.
