1. (a) Except as otherwise provided in this title, a document submitted to the division is considered filed as follows:

   1. (1) for a document received by electronic mail, facsimile transmission, or hand delivered, the document is considered filed on the date stamped on the document;
   2. (2) for a document uploaded to the MyAlaska professional licensing portal on the department's Internet website, the document is considered filed on the date the document was successfully uploaded;
   3. (3) for a document received by mail, the document is considered filed on the postmark date of the document.
2. (b) If a filing deadline established in AS 08 or this title falls on a Saturday, Sunday, or state holiday, the deadline will be extended to the next regular state business day.
3. (c) For the purposes of this section, "postmark date" means the date of a document with prepaid postage and correctly addressed to the division by the United States Postal Service or other established domestic courier service.
