In performing the adjudication under this chapter, the commissioner will, in his or her discretion, issue further orders as necessary, including

1. (1) designating an impartial qualified person as a master to preside over the adjudication;
2. (2) establishing hearing times and places;
3. (3) establishing appropriate rules of evidence and procedures for use in connection with a hearing.
