1. (a) If no written objection is received from any person during the public comment period, the commissioner will proceed with adjudication of the application.
2. (b) All timely objections will be considered by the commissioner and each will receive a written response after the close of the public comment period.
3. (c) In adjudication of the application, the commissioner will, in his or her discretion, consider objections that are received by the commissioner after the close of the public comment period.
