1. (a) A unit operator must be qualified to hold a lease as provided in 11 AAC 82.200 - 11 AAC 82.205, and must be qualified to fulfill the duties and obligations prescribed in the unit agreement.
2. (b) The unit operator may be a working-interest owner in the unit area or may be a party selected by the working-interest owners.
3. (c) No designation or change of the unit operator becomes effective until approved by the commissioner. The commissioner will approve or disapprove a proposed change of the unit operator within 30 days after receipt of request and will explain in writing his basis for disapproval.
