The commissioner will include a directional drilling clause in all oil and gas leases that have been issued or that may be subsequently issued by the state. The clause will provide that actual drilling from a well located off the leased premises, but to be completed or bottomed on leased premises, will be considered as actual drilling under the lease terms.
