Sealed bids, including bids received online, must be opened publicly, and public auctions must be held at the time and place specified in the public notice issued in accordance with 11 AAC 82.415. No bid which the commissioner determines to be nonresponsive to the sale notice may be given further consideration at the public sale proceeding.
