1. (a) In the event that an individual with livestock must cross the grazing lease of another, the livestock must be kept within the bounds of the stock driveway. The stock driveway will be adequately marked on both exterior boundaries.
2. (b) Prior to the movement of livestock, the lessee must apply to the director for a crossing permit, stating the dates of movement and the numbers being moved.
