2. (b) Notwithstanding the permissible levels established in (a) of this section, the division may conclude, upon good cause and reasonable grounds, that an industrial hemp product meeting these levels still presents a risk to the public health or safety and therefore will be considered to have failed a contaminant test.
3. (c) The results of the testing or screening required in this section shall be reported to the division on a certificate of analysis that was completed not more than 12 months before the date the application for endorsement is postmarked or received by the division.
