1. (a) If a dollar amount is in Canadian dollars, it must be converted to United States dollars based on the

   1. (1) exchange rate from the Bank of Canada on the date of the transaction, if the transaction pertains only to that date;
   2. (2) relevant month's average exchange rate from the Bank of Canada, if the transaction is not one described in (1) of this subsection.
2. (b) If a quantity is designated in GigaJoules, the quantity must be converted to MMBtus.
