After receiving notice that the allocation committee has allocated funds to a project, and before any funds will be made available to the applicant, the applicant must enter into a legally binding contract with the state, executed on behalf of the state by the director, in which the applicant agrees to carry out the work proposed in the project application and to comply with all applicable state and federal laws, and the state agrees to reimburse the applicant for eligible project costs as defined in 11 AAC 15.100 after the project is completed, inspected, audited, and approved by the director.
