If the commissioner intends to waive competitive bid, the commissioner will notify the Alaska Royalty Oil and Gas Development Advisory Board by having a copy of the proposed written determination delivered personally, sent by electronic mail with return receipt or sent by certified mail, to each member of the royalty board.
