Upon consideration of the foregoing, the motion for protective order and sanctions, the motion to expedite, and the motions for other relief, it is

ORDERED AND ADJUDGED that the district court’s June 20, 2025 order dismissing the complaint be affirmed. The district court correctly concluded that appellant’s complaint was frivolous. See Neitzke v. Williams, 490 U.S. 319, 325 (1989). It is

FURTHER ORDERED that the motion to expedite be dismissed as moot. It is FURTHER ORDERED that the remaining motions be denied. Appellant has not demonstrated that he is entitled to the relief sought in those motions.
