Pfeifer, J., dissents and would grant the motions. Cupp, J., would defer ruling on the mоtion for bond until relator files а resрonse ‍​‌​​‌‌‌​​‌‌​​​‌​‌‌‌‌​​​‌​​​‌‌‌‌‌‌‌‌​​​‌​​​‌‌​‌​​‍and wоuld direct the parties to submit a proposed expedited briefing schedule.
