IT IS ORDERED, ADJUDGED, AND DECREED that Petitioner Elan E. Rios Valazquez‘s petition for habeas corpus [Doc. No. 1] is DENIED AND DISMISSED WITHOUT PREJUDICE for lack of subject matter jurisdiction.
