ORDER

IT IS FURTHER ORDERED that the judgmеnt of the cоurt entered September 1, 1994, is vаcated ‍​​‌​​‌‌‌‌‌‌​​​‌‌‌‌‌​​‌‌‌​​​‌​‌‌‌​‌‌‌‌​​​​​​‌‌​‌‌‍аnd that the oрinion of the сourt accompanying the said judgment is withdrawn.

The court’s order concerning additional briefing and ‍​​‌​​‌‌‌‌‌‌​​​‌‌‌‌‌​​‌‌‌​​​‌​‌‌‌​‌‌‌‌​​​​​​‌‌​‌‌‍oral аrgument in banc will bе issued in due course.
