Dissenting Opinion

Justice Brennan and Justice Marshall,

dissenting.

For the reasons ‍‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‍expressed in Brown v. Herald Co., 464 U.
