Whether the restrictions on noncontact prison visitation imposed by the Michigan Department of Corrections are reasonably related to legitimate penological interests. 3. Whether the restrictions on noncontact prison visitation imposed by the Michigan Department of Corrections constitute cruel and unusual punishment in violation of the Eighth Amendment.”
