Writ granted. As provisional relief, the Louisiana Public Service Commission is ordered to permit the relator, Louisiana Consumer’s League, Inc. to intervene in the pending rate proceeding. This case will be assigned for argument on this court’s docket without staying the hearing by the Louisiana Public Service Commission.

The provisional relief granted by the court is neither authorized or permitted by any law. Such a procedure can only result in confusion and impairment of the rights of the parties involved.
