ORDER
Edgar Lacsina Pangilinan, a native and citizen of the Philippines, petitions for review of two decisions of the Board of Immigration Appeals (“BIA”): one affirming an immigration judge’s (“IJ”) denial of an application for asylum, withholding of removal, and protection under the Convention Against Torture (“CAT”), and another denying a motion to reopen.
Although not subject to the full range of constitutional protections, immigration proceedings must conform to the Fifth Amendment’s due process requirement.

Here, the immigration judge, who went to some length to ensure the fairness of the preliminary proceedings, inexplicably delegated his duties to develop this *710 unrepresented petitioner’s case to the attorney for the government. The result was to impose an unfair conflict of interest on the government and prejudicially to deprive petitioner of development of the record.
Accordingly, we GRANT the petition and REMAND for a new hearing before the immigration judge.
