For the reasons expressed in Brown v. Herald Co., 464 U. S. 928 (1983), wе wоuld deny thе рetition for writ of certiorari ‍​​​‌‌​‌‌​​​‌​​​‌​​‌‌​‌​‌​​‌​​‌​‌​‌​‌‌​‌‌‌‌‌​‌‌​​‍without reaching the merits of the motion to proceed in forma pauperis.
