“3. If so, whether the ‘public interest’ that the Aрpellate Court directed the panеl of judges to evaluate ‍‌​​​​​​​​‌​‌​‌‌‌​​‌​‌‌‌​​‌‌‌​‌​​‌‌​‌​​‌​​​​​‌​​‌‍on remand refers to the policy interest in grand jury privacy or the policy interest in public disclosure?”
